Why does this old plough / plow have different size wheels?

Hi, I took this photo in a countryside pub here in the UK over the festive season for no other reason than I’m an engineer and love to satisfy myself that I understand the design of things. And for the life of me I can’t figure out why it has different size wheels — at least I’d imagine that if there was any asymmetry required heading one way up a field, that would be reversed on heading back down.

Can anyone put me out of my misery?! :grin:
